It needs to be as close to $500 (my cost) as possible. I need the PDF files as soon as possible. I need 400 units of PDA style with as big a screen as possible (3.5 or 4 inch is OK). It needs to be rugged or semi rugged. It needs to have a barcode scanner option. This is the biggest need CDMA. There is no need for a camera or WiFi.
